Why

The issue of the redevelopment of city waterfronts and their transition from industrial to post industrial areas or urban areas, is widespread and at the very heart of current landscape architecture. It is now accepted that the sea and the port can and should continue to be a resource for cities and communities, but from an updated and modern point of view.

The project area, located along the coast between the Canale Regina and the Air Force garrison (seaplane), falls within an urban area which includes the south-west area of Syracuse (for those who head towards the city centre), but which is, as a result of its many shortcomings , very different from the historical centre which is just a short distance from it.

These areas, which have a tangibly strong expectation of a new urban identity which would produce a widespread improvement of the environment, landscape and therefore the quality of life, are also those that have been selected by the community, delegates for the revival of the city and of its economy.

In fact, the local governments (municipal, provincial, regional), fully aware of this need, have already determined and decided (during the various planning phases) that the solution for a new balance in urban planning and revitalization (both economic and that of image) will come from the city’s redevelopment of the port and its "waterfront".

Redevelopment

Lhe redevelopment of the shoreline began with the adoption of a new Port Master Plan (PRP) in City Council Resolution No. 92, 29/09/2003, and consolidated through the reclassification of the port of Syracuse exclusively as a marina.





Urban Planning (PRG) has the theme of the development of the waterfront as one of the key priorities for the city of tomorrow.
Therefore the Great Port has been given the go-ahead for development which must come about as soon as possible and which has been acknowledged and defined as the most sustainable , being closest to the original bond between man and the sea ( linked to navigation out of curiosity, culture and pleasure) or rather quality recreational sailing.


The project is called “Marina di Siracusa " and planning regulations in force have been rigorously followed; it successfully passed the preliminary design approval stage and gained the approval of all the local authorities during the Public Service Conference on 21 / 07/2009.

How

The location chosen for the marina with the Port Master Plan (PRP) was the subject of careful consideration and thorough discussion by the technical committee, set up specially by the municipality and in which the Superintendence for cultural and environmental heritage took an active part.





The site in question falls within what is referred to by 'UNESCO as a "Buffer Zone" and is undoubtedly the most run-down area within the perimeter of the Great Port in Syracuse.

The City Council considered this to be the most suitable place where to allocate the new port facilities: firstly, since by their realization, an at-risk area would be reclassified environmentally; secondly, due to its particular orography.

The pronounced curve of the shoreline, which creates a bend at this point, will make the port facilities almost imperceptible from the historical centre of Ortigia and not visible from the Archaeological Park of Neapolis, the latter being an Unesco "Core Zone".

The Project

Particular attention and care has been taken in the search for perfect harmony with the landscape, thanks to a project which has minimal environmental impact and is well integrated , with special heed paid to its architecture. Using all available environmental protection devices and means will improve the quality of the water and the seabed, which at the time of writing, is poor.

The guiding concept of the project was therefore to create an welcoming and hospitable urban area for all patrons, citizens and visitors, whether they go pleasure boating or not.

The Project fully complies with all quality standards (functional, aesthetic and environmental sustainability), which are, amongst others, listed in the "Strategic Plan for the Development of Pleasure Boating in Sicily" (Chapter 8 - 2006) and adheres strictly to a high technical standard as specified by PIANC, an international organization for the infrastructure of navigation and which has been an acknowledged technical reference for 125 years.

Strengths

  • Implement a desire already expressed by the community

The Project confirms the choices already made by the local community ( the PRP plan) which sees this area reserved for the “marine terminal”;

  • Favour the area's natural qualities

The Great Port of Syracuse is the ideal place for a “marine terminal” with the possibility of mooring yachts and offering excellent facilities;

  • Revive traditional arts and crafts

The “marine terminal” brings with it a renewed need for shipyards where skilled workers whose profession is being lost can be re-employed (shipwrights, etc..);

  • Enhance the landscape and environmental features

The area of Pantanelli and the stretch of coast in front have three important features; they are adjacent to the city centre in the north and the Cyane-Saline Natural Reserve in the south, and have a spectacular view over the Great Port;

  • Reclaim an abandoned area and return it for the use of the community

The place in question ,strongly characterized by the presence of a former abandoned industrial area, is marginalized from an urban point of view: it cannot but find new importance in the realization of a first-class “marine terminal” that will provide comprehensive services to sailors and yachtsmen and at the same time offer its citizens and tourists a pleasant urban area, therefore contributing to the promotion of a good quality of life in general;

  • Be socially acceptable

The “Marina di Siracusa” is designed as an "open marina" which will provide a range of services to the entire area, creating a positive social impact;

  • Trigger positive economic results

The stretch of waterfront concerned, which is in serious decline, is a very important urban resource for the future of Syracuse;

  • Produce a positive economic impact

The project will have a positive effect on employment with the creation of new jobs, both directly and in related activities, and consolidate existing employment in the areas of trade, tourism, cultural activities, small and medium-sized enterprises and craft services in these sectors.

 

When

The project "Marina di Siracusa" passed the approval stage for the "Preliminary Design" and, after that got the go-ahead for the presentation of the “Final Design”, which was given to the authorities in April 2011.

The work will take four years with effect from the completion of the approval process and will employ 400 people. Once operational, there will be 250 people in all, both directly employed and third-parties.
