Tim's Thank You Letter

Judge Kay's Open Letter to the Residents of the Lake Country Municipal Court:

Dear Editor :

I am writing this letter to the residents of the 18 municipalities that comprise the Lake Country Municipal Court, in order to share with you why I am so proud and honored to have served a first term as your Judge.   I would like to continue as your Lake Country Municipal Court Judge for a second term.

I have been involved with the Lake County Municipal Court (LCMC) since its inception in 1988; first as a municipal prosecutor who prosecuted about 50,000 cases throughout my twenty-five year career.  Second, I was elected to the position of LCMC Judge in 2012 by an overwhelming majority of Lake Country voters.   Since the election I have worked hard to operate the municipal court as a self-sufficient, transparent and self-sustaining enterprise (i.e. at no cost to the taxpayers of the member municipalities that make up the court).  Additionally, I have helped to maintain the safety of our citizens and to protect the quality of life that we all enjoy in the Lake Country area.

Other major actions I have implemented over the last four years include: (1) modifying the court calendars for both officers and citizen court appearances – this has resulted in reduced officer overtime and reduced citizen court appearances; (2) worked tirelessly to obtain past due restitution from hundreds of defendants to the victims of their crime and (3) adopted a young adult drug and alcohol offenders diversionary program in an effort to help education youth and families.

I hope to be re-elected so that I can continue working for the citizens of the Lake Country Area.  My future goals for the LCMC are:

  • Continue to operate the municipal court as a self-sufficient, transparent and self-sustaining enterprise (i.e. at no cost to the taxpayers).

  • Continue to research new program alternatives for offenders.

  • Continue to actively promote the inclusion of new communities to the municipal court (i.e. Town of Ottawa was recently added as a contract member of the Court).

  • Continue to work with the local high schools, further promoting increased Mock Trial opportunities for students.

Throughout my tenure at the LCMC I have honored my oath and respectfully carried out my responsibilities and in the process have earned the respect of the citizens, offenders, prosecutors, local law enforcement officers and the elected officials from the municipalities that make up the court.

My background and experience with the LCMC make me an ideal candidate for re-election to the bench.  Thank you for your consideration and vote on April 5th, 2016.

Re-Elect Judge Kay on April 5th

Over the last four years, Judge Kay has.....

  • Managed the largest multi-jurisdictional court in the State of Wisconsin.

  • Served 17 municipalities with combined population of 95,000 citizens.

  • Presided over 55,000 + cases.

  • Presided over hundreds of motions and court trial

  • Operated the Court in a transparent and accountable manner.

  • Operated clerk's office within budget.

  • Managed the Court operations in a self-sufficient manner (i.e. at no cost to the taxpayers of the 17 member communities). 

  • Reduced officer overtime by modifying court calendars.

  • Reduced citizen court appearances by modifying court calendars.

  • Obtained restitution from hundreds of defendants to victims of crime.

  • Provided young adult drug and alcohol offenders the opportunity to participate in    "Your Choice" diversionary program, while overseeing five area high schools: Arrowhead, Kettle Moraine, Lake Country Lutheran, Oconomowoc, Sussex.

  • Modernized and updated procedures and forms for clerk and staff.

Judge Kay’s future goals for the Lake Country Municipal Court:

  • Continue to operate the municipal court as a self-sufficient, transparent and self-sustaining enterprise (i.e. at no cost to the taxpayers or the 18 municipalities that make up the court.)
